Open port 21 for FTP

My company has a CISCO 2620 Router.
We want to open port 21 for FTP outbound.
Can anyone help with the commands to do this?

access-list 100 permit tcp any any eq 21 established
apply that on your outbound interface

There are 2 ports you have to open for active FTP.
Port21 and Port20.
Passiv FTP is not working with this solution
