Open Non-Standard FTP Port

I have a need to open port 31110 for ftp purposes, accessing an outbound ftp site from our internal network. I'd rather not assign it to an internal static address, allowing multiple users to use this port. Any ideas how to go about doing this? Thanks in advance.
 
Your post is confusing. Is the ftp server on your network or are your users connecting to a remote ftp server.
 
My users connecting to a remote ftp server. The remote server requires using port 31110.
 
Everything by default is allowed outbound but if this is FTP traffic then there are some different behaviors when using Active vs Passive FTP. Can you post a scrubbed config?

Is the server using ACTIVE or PASSIVE FTP?
