only vga mode will work on win 2000 pro

I am running windows 2000 pro. at startup screen I have a choice of starting in VGA mode or normal mode. When I start in normal mode the screen has a lot of color dots but can not see anything. In VGA mode quality of display is bad and my pcanywhere will not work. I have intergrated video on a Dell optiplex GX1 pentium III. I have put in many other video cards the same problem. It used to work fine. It is not the monitor I have tested others.
 
The drivers are updated from microsoft and when I try to update says I have the most recent.
 
Download and apply the video drivers from the video adapter manufacturer's website. Not from Microsoft.
