Only a local admin can shutdown?

All,
Has anyone else had this happen to them over the last week or two? Going to "Start", "Shut Down" only gives you the option to log off unless you are an Admin on the machine.
This is really blowing my mind. Any input would be appreciated!

Use gpedit.msc to see if anyone disabled the shutdown command.

Yes, this is exactly what has happened.
Our Corp. Admins. set this in GP on the Domain.

Don't you just hate those Corp Admins. They always do stuff without telling the local IT guy. :)
