Only 13 lines active on a 4x16 system

Ok so I am new here, but hope to become a reliable member. I am also new to phones. I'm generally a network guy, but I got a trial by fire when my phone vendor backed out on me. So I have a CICS 7 system with 22 handsets. The customer moved locations and expanded. I could only get 13 of the original internal dns up and running. I assumed it was something I didn't know about the wiring and purchased an 8port expansion card hoping that would fix the issue. Everything looks right on the 66 block but when I tone and punch the lines the phones do nothing. I'm doing exactly as I did with the original 13 lines and have no idea what to do. Is there some setting to turn on additional internal dns?
 
I checked in maintenance and the ports go to p126. When I look at modules I see KSU(1):14sets and KSU(2):2 cards. Does this info help?

Amps are tightly secured. Tried reseating them previously.

and then pull your bridge clips and use a test jack (or improvise some alligator leads) and take a known working Nortel set and go down the block for each dn, allowing time with each test to allow the phone to sync to the KSU. If you are familiar with programming, go in and turn off set relocation first, otherwise this testing method can get a little difficult. Use feature * 0 Intercom and verify each extension. Be sure to match the color codes of the amp fantail to each extension-- it would not be the first time a fantail we punched down wrong. A proper expansion card may by default give you a range of extension numbers for the last 8 (17 to 24) that are not immediately consecutive to the 1-16 group, but that is a separate remedy, but that does not prevent you from finding them via F*0 Intercom.

This will tell you if the issue is in your distribution wiring or in the CICS itself.

Also, check your expansion card. Please post the NT part number from the card. There are more than one card that will fit in that little slot, and some are for timing services and that will not help your extra extensions need.

Also, please post the NT number from your software card.

Do you have a voicemail attached to the KSU?

It is possible to fry a port and still have others work fine, but we are not there yet in the diagnostics.
 
It's true, I got stuck with this gig because of a shitty vendor. However I still had to get it done. Turned out to be a bent pin on the expansion card receptor. I cracked it open and did a little electron surgery and we"re good to go. Sorry for the lacking response time, this has been very time consuming. In the grand scheme of things I am glad to have the experience, but I'll stick with the VOIP systems I know. I a much happier configuring with a computer over data line and switches than pressing buttons on a phone. Thanks for you advice.
