Today we updated to 8.1 FeaturePack 1 and it looks like there are new windows downloads of one x portal, but I thought with IP office the portal was all browser based.

When I log into my one x portal we are at version 8.0.103.31, is that the latest version of the web app? Is there a non-web version of the portal for Mac or PC's?
 
One-X portal is supported via a One-X server which runs back of house. You just use the browser to browse to the internal address of the One-X server. Update One-X on the server and it updates what users see.

There is a similar, non browser based software application called SoftConsole. It is licensed with a receptionist license and has pop up on incoming, make and break calls and status presence of users in user defined groups. It is useful if only one persion will use it at a time. It can be expensive to license system wide, hence why One-X may be a better solution (you already have it).

There was a previously supported Avaya program called Phone Manager which is no longer available for purchase. It was handy enough in its day.

Why do you not wish to use a browser for this app?

Maybe use one browser for searches and one for One-X, e.g One-X on Firefox, searches on ie9.

The non-browser client for the Mac (from what I can see from the manual) looks much more efficient in terms of the use of screen real estate. I'm not a big fan of web apps, but the portal is pretty good.

Exactly how does one install it the upgrade to the server? Do you download the windows installer to a pc and browse to the Avaya pbx somehow?
 
You get a vendor in to do it. They provide the software and install it.

Get a good vendor that can show it all to you.
Stop searching and think you invented the wheel :)
No offense but i have seen this before and i needed a hundred questions about software that was for the CM instead of the IPO.
So get some good info from a good vendor and you will be very happy.
