One-X communicator + video

We're having an issue with the video option of one-X Communicator

done so far
video enabled One-X licenses have been uploaded according the Offer document together with the H.323 video station licenses

We have downloaded the latest release of the One-X Communicator ( SP1)

When we try to login it registers for voice , but for video it comes up as not licensed

we have configured and re-configured the network regions to ensure Pc and phones are in the same region

Avaya has checked the licenses are concurs they are on the system,

anyone seen this before
 
on ch sta form make sure ip vidio softphone is yes. On cos page 2 priorty ip vidio is checked.on the ip codec set ch allow direct-ip muti media to yes

Done that as well installation and setting went by the book
 
on page 2 of display system customer options how many maximum video capable ip softphones do you have. Avaya gave me one at first not much good for two way video.

we have 10 licenses so that should suffice
