One X Communicator user unable to tranfer calls to Attendant

Hello,

Anyone come across with an issue where one x communicator user can transfer calls to any number except the attendant, if they use the phone transfer button it works.

list trace shows denial event 1644

Have you made sure that the PC running one-x communicator (IP address) is assigned to the correct network region?

Yes all users are on network region 1
