we have a partial T1 line. all pc's in this particular office are downloading at about 42Kbps, except for one, which downloads at 6Kbps. using same version of internet explorer, same network settings, etc. please help!

Couple of things you could do.
1) Replace Fly lead, cable from PC to wall connector.
2) Replace patch lead at HUB/SWITCH.
3) Have network cable checked from end to end.
4) Uninstall network acrd protocols etc. Shutdown restart & re-install all network components.

I have had the same problem via the Internet & by un-installing the TCP/IP protocol and re-installing solved my problem.
