One extension can't make outgoing calls

We have Merlin Legend. I recently setup a new employee on an analog phone (he is plugged into a port on a 012 card on the switch). He can make internal calls, and when he presses '9' he hears an outside dial tone, but he can't make any outgoing calls. After a couple of digits entered, it gives him a fast busy...

I'm guessing his extension is restricted to only allows 911 calls, and he can't make any other calls, but I don't know where to look for find this out. Any ideas?

in system programming in SPM, go to "extensions", "restriction", enter the extension number and see what the restriction is set to. This is most likely the problem.
