'On Mouse Event' action inactive - why?

I am trying to assign an "on mouse event" action to a button. (I want my file to PLAY when someone hits the return key, then STOP on a particular frame, then starting PLAYing again when they hit return again...)

But the "on mouse event" action is inactive (not bold, not selectable). I can't figure out why.
