On-call paging system 1

I setup an on-call paging system using the following configuration:

CP application
Press 1 to page group 1 (transfer call to x331001)
Press 2 to page group 2 (transfer call to x331002)
Press 3 to page group 3(transfer call to x331003)

on the x331001 phone, a group 1 member would setup and enable call forwarding to cell phone of the on-call person.
on the x331002 phone, a group 2 member would setup and enable call forwarding to cell phone of the on-call person.
on the x331003 phone, a group 3 member would setup and enable call forwarding to cell phone of the on-call person.

This setup works as long as the on-call person answers the call on the cell phone.
If it rings no answer, the call should have gone to the cell phone voice mail for the caller to leave a message.
Instead, the caller receives a message that the call can not be completed message after RNA.

Does anyone know why it does not work and how to fix this?
Or, can you propose a better solution or how to improve this?

I didn't realize the call forwarded phone cared about the RCO once the call was externally call forwarded. Is that really the case?
If it is, maybe if you set your RCO out on all (3) phones? I think mine are set to the equivalent of 4-rings, 6-rings, 8-rings. That should be long enough to connect them to the cell phone voice mail.

I had a scenario before where I set up the Call Pilot voicemail profile greeting "leave a description of your problem, contact number, etc., and you will be contacted by the on call person". Then I setup remote notification. I seem to recall texting capabilities or simple call-out options to the on call's phone, but it has been a while since I fooled with it. Then the on call person would call back into Call Pilot, retrieve the message and call the user back on their own phone.
