Albion,
I agree with some of your logic, but knowing IT does not make you a good "project manager". A true Project Manager needs to be good at coordinating resources, communicating, and leading meetings. A "Project Lead" definitely should be a person who's been under fire in IT and knows the field.

You are right, without good organization and communication skills being a project lead could be difficult. That's always been my problem, poor communication. I tend to get to technical and use bad analogies which leaves everyone thinking, "What language was that? Did he say something about Oreos and Milk? What does that have to do with rolling out an Exchange upgrade?"
