Depends on OS. Fdisk and remove partition then reinstall is the ultimate removal tool. But sometimes it needs the zero fill utility to make the drive usable again.
Earlier OS versions could be removed with deltree if you have it on the boot disk.
Format will generally remove anything existing.

I think he may be talking about the files: Win 000000, Win 00001, etc that are placed there in case of a power failure when installing the OS. That's why the installation say's "system rebooting - if the system does not start, shut down and restart". These files permit this action. They are supposed to be removed when the installation is complete. If multiple failures, I would start from scratch... fdisk - format - and especially scandisk.
Sorry everyone, my posting was not clear. I am talking about failed/old installations that keep re-appearing every time the machine is started. My particular one is looking for ISDN connections that no longer exist.
