Offline Address Book fail to generate

Hi all, I think this is a common problem but I haven't found a solution anywhere yet. So, hopefully someone has a solution here.

Environment: Exchange 2007 SP1 on Windows Server 2003 R2
Errors:
- Event ID:9330
OALGen encountered error 80040115 (internal ID 50004ef) accessing Active Directory DomainController-A for ''.
- /o=MyOrg/cn=addrlists/cn=oabs/cn=Global Offline Address Book

- Event ID: 9334
OALGen encountered error 80040115 while initializing the offline address list generation process. No offline address lists have been generated. Please check the event log for more information.
- /o=MyOrg/cn=addrlists/cn=oabs/cn=Global Offline Address Book

I continue to receive the above error when try to generate the OAB/GAB. The sub-address books are updating fine. Connection with AD and DC is also confirmed good. Rebooting EX and DC servers used to do the trick, but not anymore. I also tried recreating the OAB with no luck. Please help~

How did you recreate the OAB?

Create a new OAB, make it the default then delete the old one.
