Office 2000 Admin Permissions?

I've a problem similar to another recent post. NT 4.0 network, w2k Pro PC with Office 2000 Pro, Some of the functionality of programs do not work unless an administrator is logged in, such as Org chart in PowerPoint, or running Photo Editor. I need a solution that will let all users run Office 2000 without being administrators.
