off hook message at switchboard only 2

i have a customer who has a merlin legend...intermittently the switch board will ring and when answered, the receptionist hears a piercing noise and then the "off hook" message from the CO stating "if you would like to make a call, please hang up and try your call again" is heard...this customer is on a T1 with a channel bank..the lines are loop start terminal ID's for the rollover group members and all other lines are loop start dedicated..the switch board gets the rollover lines..the T1 has been tested extensively and the channel bank has been replaced..also, the hardware on the legend has been replaced and nothing fixes the problem..this appears to be a programming issue not a hardware issue..disconnect supervision has been adjusted but no resolution...this only happens at the switchboard which accesses the rollover members...the rollover members terminate to the auto-attendant first...can someone help the T1 tech out?....
 
Have them check the channel bank one more time to see that it provides an "open loop disconnect" when the caller hangs up at the other end.

The senario is a caller hitting the auto-attendant, hanging up, but the Legend doesn't realize it and keeps waiting for them to input a selector code or extension. Lacking that, the auto attendant will timeout and transfer to the operator, and by that time, dial-tone has been provided to the off hook line, and dial tone has timed out to the howler.

 
make sure you have reliable disconnect turned on as well.
 
touchtonetommy... have had the Central office(5ess) watch lines, while laptop on channelbank monitoring and to no avail, we have been unable to duplicate while on site..it always happens when technicians are not around..but you are right about the auto-attendant holding the line open and timing out,unfortunately we cant seem to fix it....


ghostin....from what i've been told by vendor, it's either "on" or "off" and it controls all lines....this system is he states is "on"....


 
Reliable disconnect on the co's would be the first thing to check.
