OEM Java Console Instance State

I have the OEM console (Java version) up and running on a Windows box. The help screens say that I should be able to shutdown and startup the instances from general page of the Configuration Property Sheet under Instance Manager. However, unlike version 9.2 of this tool, the radio buttons are greyed out. Did Oracle remove this functionality without updating their help screens or am I missing a configuration setting somewhere?

The obvious thing to check is that you are connected to the database as a user with sysdba privileges. Otherwise you won't be able to start up and shut down your instances regardless of whether the radio buttons are grayed out.

I forgot to say in my original post that I was connected with SYS as SYSDBA.
