Odd "loopback" behavior on Small Community Network calls

I have 1 IP Office 412 and 4 406 V2s. They are all running V5 (26). My main office 412 has a huntgroup for customer service. The operator transfers calls to this hunt group(140) and it rings simultaneously at 12 different extensions, some of which are on the remote 406s. About once a day a call to 140 will get trapped in an odd "loopback" behavior. On system status a call shows on/off repeatedly for all extensions in 140. This uses all resources and causes calls to non 140 extensions to deteriorate as well. All phones in the hunt group (all are 4412 or 4424 Avaya phones) will repeatedly flash on both line presences. The only way to fix is to reboot the 412. And sometimes it takes repeated reboots - up to 9 over a 45 minute period. Did anyone every find a solution to this thread?
 
Sounds like corrupted config(s) to me, but as thats a big fix, how is SCN topology programmed ?

I don't mind attaching the entire config if you want. There are No SIP trunks or phones. If you noticed the thread i referenced, it's exactly the same issue. Thanks.
