Odd excel 2000 problem

I have a user that is having an odd excel problem. When she enters a number into a cell (ie highlights a cell and punches it in) the number is automatically divided by 100?

for example if she enters 1 into a cell it displays 0.01. I have tried formats but that is not it. There are no macros running. I can not figure this one out, I am sure that it is some simple setting that would solve this.

Cells formatted as percent but without a percentage sign? Try resetting the formatting.
 
I had thought that as well but after resetting the format to number with two decimal places, it doesn't revert back to the 1.00.

What seems to be happening is that the number is divided by 100 (percent) and the result is being entered into the cell. I can't seem to retrieve the original number?

What about the Tools\Options\Edit tab "fixed decimal places" If that's checked with 2 decimal places, that would do it.
