Odd error on phone display

Have a customer that is trying to call a long distance number and on the display, it shows "unalloc num" (without quotes) and then a fast busy. The phone is not restricted and the customer recently changed there PRI service to a different one (within AT&T). I know its the carrier causing this, but in my 15 years of Nortel, I have never seen this error displayed on the phone.
 
That is an ISDN Cause Code.
They Norstar is currently configured to display the cause codes.
If I remember correctly you can set it under System Programming.

It means the telco switch doesn't recognize the number the user is dialing.
It's not "allocated" as a valid number.
Basically, they don't have their switch configured properly or another vendor upstream from them isn't configured correctly to route the call.
