Odd color banding

I'm moderately experienced with photoshop, but I've come across something lately that stumps me. I'm using Photoshop 7.0.

On several occasions I have had a series of color bands appear on an image I'm working with. These are in groups of 6 or so, of a random color (though each group is consistent). Each band is approx 10X longer than wide, with the space between consistent with the width. They appear at random places w/in the image, and occasionally multiple groups appear.

"Usually" they appear when I'm resizing an image (I don't remember if they appear otherwise). If I step back in my history and do the action again, a new different color set of bands will appear in a different location. These bands are w/in the image. If I save, they are there the next time I open.

Does anyone have any idea what is going on?
 
Have you run Adobe Gamma at all?

Have you reset your preferences? It doesn't sound like a preference thing but a messed up preference file sometimes causes wierd problems.
 
No, I haven't run Adobe Gamma or reset my preferences. I'm at a loss.
