ODBC TNS Error: ORA 12535: TNS operation timed out

I've just installed Oracle 8i onto a machine with Windows XP Pro. The installation completed fine, and I'm able to connect to SQL Plus. However, I'm getting an error message when using the Oracle ODBC test utility, as I want to create a connection to VB. The error is as follows:

SQLSTATE: NA000
Native Error Code: 12535
Driver Message: [Microsoft][ODBC driver for Oracle][Oracle]ORA-12535: TNS: operation timed out

It is suggesting to check if I have SQL NET 32 bit installed. I'm pretty sure I do have it, although I must admit that I am not 100% sure what to look for. I came across a text file in c:\oracle\oracle81\BIN directory and it states that I have version 8.1.7,.... however, it also states that tracing is not turned on.

If anyone has any helpful suggestions I would really appreciate it. BTW,... I apologize in advance if this question has been previously addressed,... I'm new to this. Thanks again.
 
There is a good patch for ODBC (oracle 8.1.7). The newest is 8.1.7.8B but i work quiet well with patch 8.1.7.3.
Next thing is the MDAC-Version. On the MS-webside is a hint for the MDAC V.2.7 for XP.
