ODBC query error

From thread 707-956607, unsure how to copy link in here, I get the same error discussed. Where to I look to find if the regional setting are set up differently like was the answer to this topic?

Your regional settings are part of the OS and can be found under 'Control panel' as 'Regional & Language settings'
