ODBC does not work

Our developers want me to create ODBC for Oracle on a SQL Server box because they got error "The Oracle(tm) Client and networking compenents were not found. These components are supplied by Oracle Corporation and are part of the Oracle Version 7.3(or greater) client software installation. You will be unable to use this driver until these components have been installed."

I logged on to the SQL Server box as user sys-cluster, installed Oracle client including networking compents successfully. After this is done, our developer Ram can run the package successfully if he logged on to the server as himself, but if he logged on as sys-cluster, he got the same error. And if I logged on and try it, I encountered the error, too.

Does anybody know what's going on?

The ODBC connection may be set up as USER DSN. Check the ODBC settings to see what type of DSN is being used (it probably should be SYSTEM).

I resolved the problem. All I need do is adding user sys-cluster to local administrator group. I thought it is already a member of local admin, but actually it was not. After that, everything works fine.
