Occasional incoming calls ring forever without "phones ringing"

I am using a Partner system 206EC R3.1 and a 4.1 controller.

The situation is: Occasionally when an incoming call is received the person on the hears the ringing but our phone stations do not ring. Would that be the controller or possibly the 206EC expansion module?

If you need any other info please let me know.

How many lines do you have in your hunt group? It's possible when line 1 is busy, it is sending it to line 2 which may not be connected to the system properly and hence the caller hears ringing. Make sure your line 1 is hunting to line 2 properly. The easiest way to do that is pick-up line 1, call line 1 and it should pass it over to line 2. If this doesn't happen, you have a hunting issue through your service provider.
 
It is 4 outside analog lines into the Partner then a simultaneous ring to all phones (5 lines). The funny thing is that it happens when using line 1 and no one else is calling in. So in theory there should be no issues there. Wouldn't the hunt issue be through the controller or expansion?

The service provider hunts line 1 to line 2 to line 3 to line 4. The Partner system merely places those lines in the correct order of appearance on each phone. So, if you are on line 1 and a call comes in and rings and rings (without ringing the phones), the hunt is wrong and your provider needs to correct this.
 
It may not be a hunting issue. It could be a line issue with the line or the line port on the Partner. You need to isolate it in that manner. Can you repeat the condition? Try selecting each line to see if a call is there, or try using a single line set or test set on each CO line to check for ringing signal. You could also swap lines between ports to help in isolating the problem.
