Observe disconnects when caller transferred/conferenced

Meridian Option 81 with Symposium in our 50 position 9-1-1 center using 2216's and Plant/CML VESTA CTI. Supervisor or trainer using Observe to remotely monitor are disconnected when a caller is transferred/conference to an external number like Poison Control or another PSAP, but can immediately re-observe and continue to listen. These transfer/conferences are done using the THF feature and using the 9-1-1 tandem to actually set up the call using speed or 10 digit dialing. Any ideas?
 
observe is against the tn, if that tn is not part of the call. obv goes away.. for 911 i perfer trunk monitor.. that keeps the obv up as long as that trunk is up.. obv is not part of symposium but is part of e911.. you still need secondary equiptment.. usually that obv comes off of the recorder pair

The TN of the agent is actively involved with the call through the entire process. We do have recorder channels on each CTI position we could tap into, but using the Meridian Observe is a lot easier since it is already part of our CTI and switch.
