OBDC check error when Installing Desktop Edition on Win 98

I'm attempting to install SQL7 Desktop Edition on a Win 98 machine. The installation routine performs a check to determine if the OBDC drivers need to be upgraded. It then tells me that one or more OBDC files are in use or marked as read-only. I've totally rebooted the machine and do not have any other programs running, but it still gives me this error. The Microsoft support site indicates this error can occur when running MS IIS, MS System Management Server, Microsoft Access, or Oracle. The only one of these programs on this machine is Access and it is not running. I've even gone into the OBDC on the control panel and deleted any dsn there and still get the message.

Can anybody tell me what is going on? [sig][/sig]
