Numbers in Excel 1

When I input some numbers with several zero in the front digitals of the numbers such as 0083 in a cell, after enter, excel will delete the zeros and change the number to 83. But this two zero is meaningful in the situation. How can I disable this function of excel.

the similar problem appears when I try to input 8.00, excel only allow me to save it as 8. How can I do about this?

I suppose you need those figures as a text string, so when you enter the figure preceed it with a " ' ".
That will do the trick
 
If you are simply looking to have a bunch of say 8 digit numbers regardless of what the number is, then select the cells and Format / Cells / Custom as 00000000
