Numbering Records in a Report 1

I want to number the records in a report. I placed a textbox with the control source =1 and then running sum to "over group". It works just fine. However if someone decides to change their mind and delete the data in the controls within a single record from the form that created the report, the report still numbers that record although it does not show data now. Basically I would like the textbox on the report to not be visible if one of the controls in the record is empty. Anyone have any ideas? I am learning as I go.
 
Set criteria in the report's underlying query to not include those records. For instance <>"" in the criteria row (query design view).
