Number of Concurrent Calls to 911

Unfortunately, the way our environment is structured, our 911 calls route out through a different route and trunks for 911 calls through an SBC dedicated just for this purpose. It's coming under scrutiny as to why we have the number of concurrent call licenses we do as we only have a handful of 911 calls a day/week. I'm of the opinion that we should have enough for a worst case scenario/incident, currently that number is set at 1,000. It's kind of a pull it out of your hat number, but it's based a little on occupancy of any one of our largest buildings and room for more than one location having a crisis. It's also not a lot of money to keep these annually, so risk vs cost vs liability really shouldn't be a question in my opinion.

With all that stated, is there anything out there that is a standard practice that you're aware of that anyone recommends for % of lines vs users to reserve for 911 calls?

Trying to understand the question. lets assume you have 5 sites, do you have dedicated trunks for 911 at each site? If a phone is registered to site A, it routes out the trunks at site A. If the phone logs out and registers at site B, 911 calls will then route to trunks at site B.
 
No, all sites route to a centralized SBC on 2 SIP trunks. They all share the same route and same trunks to the SBC.

Dosnt really answer your quistion, but why not utlize your sip/sbc trunks for all calls , not just for 911
 
So you're using a provider like Redsky or Intrado to route calls? Assuming your using the PSTN to route those calls and adapting 911 calls to some number. Why not just route those calls out the same trunks as your other traffic? The only reason I see not to do that is if you often hit max concurrency and your concerned 911 calls being blocked.
