ntfs perms for website uploaders

I maintain a webserver that a handful of people upload html files to. It seems that on newly created files, the permissions are not being inherited. This creates problems when someone other than the original uploader (the owner) tries to edit these files.

I can go in and manually setup the inheritance for these files, and they work like they should, even after subsequent edits.

Is it possbile to set this up so newly created files inherit permissions from the parent directory?
 
What are the NTFS permissions on the Web site folder where the files are being uploaded?
 
administrators, system = FULL
internet guest acct = read+ execute
users = read
uploaders = modify

the uploaders should not have the ability to change file permissions, but files they place in this directory are not inheriting any permissions.

Permissions on the newly uploaded files are for Everyone, None, and the account of the particular member of the Uploaders group. Specifically, the permisions are set to Special, with near full control the user's account.
