NTBK50AA half of E1 working 1

We have an option 11 with an E1 running on a ntbk50.
Channels 1-15 are working perfect, but 16-31 are non-functional.
When a call goes out on one of those channels, the channel
shows busy, and rings any phone you call, and you can answer. So it appears that signalling is working,
but a speech path does not seem to be opening up.
you can't hear anything.
Any suggestions?

I hate to sound too basic, but are the non-functional channels programmed and in the proper route?
 
if the second half of the tn's are copies of the 1st, sounds like a central office problem. a fractional e1 built on the far end. nothing else would add up. but here the lower half channels would show femsby far end maint busy in the ld 60 stat

Sorry to be too vague. Just realized I left out a lot of details.
Yes all the channels are programmed the same in the correct route.
The don't come up mbsy. When not in use they come up idle.
when a call is placed it goes busy. But no voice passes through.

This used to work perfectly. This started happening right after we upgraded to succession.

This E1 is actually a pri link from the PBX to a cisco router that is basically acting like a CO.
The router configuration has not changed and there doesn't appear to be any errors on the router side.

We've also swapped out that pri card...same results.
 
This has now been resolved. When you upgrade to succession,
the prompt QCHID under the dchannel block is automatically set to yes. We changed it back to no, and that resolved the problem.
 
QCHID is set to YES on ESIG link that is not supported it.
Just turn it to NO and restart the PRI.
I add the same problem last week when upgrading Rls 25.15 to 4.00T
