NT4 Migration to windows 2000

I am currently in the process of upgrading to win2k. the setup is as follows :

pdc with also is the exchange server (5.5) to win2k server
bdc file server

Could some please tell me the best way to go about upgrading both to windows 2000.

I would recommend you to install another NT4 box like BDC.
Upgrade this server to WIN2K. Promote this server to the Active Directory. Next step - upgrade server with Exchange (make sure you have a good backup).
But it is very briefly.
There are a lot things, like DNS, LDAP, FAT/NTFS , which you have to configure.
