After installing a new drive, Windows NT set-up stops responding during the format of the new partition. the partition size is 2045 NTFS. It will start the format ans stop responding at a certain percentage. I have rebooted and deleted the primary active partition and formated the drive. However, I am still getting the same results. Any suggestions on how to correct?
 
My first step would be to delete ALL partitions using FDISK, then let NT setup re-create them and format them. If this doesn't work, it's probably time to look at the hardware - could be a bad drive. If it's an IDE drive, make sure also that it is set properly for master or slave.

I was able to get corrected. I had to delete the partition, format, and recreate the primary partition using fdisk. This created a FAT partition that was recognized at set-up. I selected to leave current partition with no changes. From that point, I was able to install the OS normally and use convert c: /FS:NTFS after installation. Thanks for your response.
