NT registry error

I have an program used by most of my users. Everytime they try to open the program they get the error "unable to access registry - try using regedit". If I give the user admin rights he doesn't get the error. Is there a way around this error without making everyone an administrator?

First - What is the program? What is its basic function?
Second- If the application is pushed down onto the machines on the network you may not have the problem. Anything that attempts to access the NT Registry will be checked to see if the user logged in has Admin rights.
Checking the ACL attached to the user account does this. I don't know of any applications that would be needed that access the registry every time you execute them. Maybe I'm wrong. But you could simply install the application across the Network and eliminate this problem. The key piece of missing information is - What is this program?

Could it have the wrong association linked to it?
 
The program is JetForm FormFlow. I don't think it's used outside of the military. I recently inherited this mess they call a network here. I'm trying to bring some order and standardization to it. The previous network administrator had everyone in the administrators group on every machine. I used Dameware to scan my machines and discovered this, so I removed everyone from the admin group in every machine (553 machines). After I did this I got swamped with complaints about FormFlow not working. When I troubleshot it I found the error went away with admin rights. I rally don't want to make everyone an administrator.
 
What if you used regedt32 and gave 'Everyone' full control to the appropriate registry key in HKEY_LOCAL_MACHINE\Software
 
I have a client using Lotus Smartsuite 9,5 and it does the same thing. I had to make each user a PowerUser for the error to go away.
