NS700G Cell Station Not Recongnized

I have an NS700G v.4.4 that was installed for 6 months and one morning the customer came in and the Cell Station was not working there was no light on it and the console shows fault. I figured the CS went bad and tried to replace (cleared master CS and reloaded) but the system will not power on either the old or new CS. Both CS work fine on system in lab. Have defaulted the NS700G and even upgraded to V5 but it still does not recognize the CS. Digital phone works perfect on the same port. I think it is either a file corrupted on the system or power supply issue.

Anyone seen this before?

I would factory reset cell station (if ip), upgrade firmware to current version.
Try that if that works then upload config and test again.

I spoke with Pana support and it is a know issue with the NS700 power supplies. DC Power fails to send 15v required. They are sending a replacement NS700.
