i have two ns500 conected Via(vipgw16). but i have only CO lines in one, how can I take idle lines for the second one, right now i can make call any extension between 2 of them. but i can't make outside calls to the second one.

you can insert in tie table 9 and remove from numberin plan /feacture ande write in othere pbx.
