Notepad execution

When I invoke notepad.exe using 'shell', notepad doesn't come up on the screen. Instead it's minimized. How can I program it so that notepad is shown on the screen when I execute 'shell'. Please advise.

'other values for 2nd argument:
'vbhide
'vbmaximizedfocus
'vbminimizedfocus
'vbminimizednofocus
'vbnormalnofocus
