Problem: user DN 100 have restriction ncos 1 and don't due dial 8xxxxxxxxx but he can.

Why?

Look in ld 90 at the number they are dialing and then follow that to the RLI and see if the RLI is the problem. Also if the set is UNR change it to CTD. They may be dialing the route acod.
