Below is a trace from Time Warner Telecom. When a call is placed from an employee in TX, to corporate (WI) the employee always gets a fast busy. Employee can call from cell phone fine, just not home number.
Made a test call from my house (Time Warner Cable also, same area code) with no problems.

Site has a 3 carrier Legend R7 with 2 PRI's. Doesnt matter what number is called from TX, always gets fast busy.
Here is the d channel information from the trap:

The Legend never even acknowledges the call, never rejects it or anything....
Is this a problem with our equipment? I cant think of how....
Please help.

Had the same trouble recently with AT&T IP Flex, said it was not their problem. But a Mississippi location could not be called from exchanges in NY & NJ. Everyone else could call the number fine. It took the customer 3 weeks of argueing and fussing, finally someone found the Network problem and fixed it.
Why your carrier doesn't take responsiblity for this I don't know. Sure ain't Ma Bell.
It is not your switch problem, unless they can prove it to you.

Good luck

45 years in the business and counting.

I've had this happen before as well. It is in their routing tables of their switches.

If the Legend receives a call (and it see's the PRI up-which it is in this case) even if it doesn't know what to do with the call it still sends the call to the operator. It won't generate a busy tone for you like you say is happening.

Whether busy tone or recording is determined by how the CO switch interprets the message sent from the Legend/Magix.

What error codes if any, showed in the alarm list. If the Legend does not even see the call, then the CO switch is probably blocking it. Open a trouble ticket with Time Warner, and escalate if you have problems.

If he can get through on a cell phone but not his home line it sounds like an issue with the 5ESS. Also, I assumed that you checked all of the restrictions within the switch (like area code blocks, etc). I am with you though, sounds like a switch issue on the supplier end.

one other thought...have the caller try a toll free number terminating at the same location. That would hit the 5E first too and then maybe you can determine if that is the issue.
