not able to access telephony services through unified manager

the original bcm was a 3.0. I tried to upgrade to 3.6 and ultimately to 3.7. Was unable to complete the upgrade to 3.6. All actions were complete except the last action,which was initilize bcm. It stop there and never completed. Telephony services was up and running but v-mail was down, lights were flashing red and green.
BFT had bad capacitors so BFT was replaced. Hard drive was also replaced, a 3.7 hard drive was put in its place. Did not replace MSC card.
All lights were green,V-mail was running, and telephony programming was maintianed. Had to reenter keycodes.
But when i tried to access telephony services under unified manager i got a window that pop up and said "unable to access telephony services at this time, please try again later". I can go through telset programming to make changes with no problem. Does anyone have any insite?
 
i have seen that problem twice now, so i had to do a good shutdown of the system- then seemed to be fine.

You can go into maintance-maint tools and reset unified manager.
 
does your MSC card have a green jumper wire?

if not that needs to be replaced as well - it is part of the BFT replacement program
