Norton Systemworks taskbar problem

I'm running XP pro and I'm having a problem with my recently purchased copy of SystemWorks 2006. It seems that my taskbar doesn't work correctly when Anti-virus is running. I've included some screenshot to assist you in understanding my problem.

When I've configured XP to run without Norton (works perfectly)

When Norton is running.

Any ideas why Norton would be causing this?
