Norton Error keeps restarting XP machine

I keep getting a Norton error msg when I boot an XP machine. Says, "Some Symantec product settings have been changed by an unauthorized program. This can indicate that an attacker or a virus... To avoid problems, settings will be reverted to the previous configuration..." It then reboots and I get the same message again.
I removed Norton (SystemWorks 2003) and installed a free version of AVG antivirus software. It detected and removed 2 viruses. Also removed 300+ objects with Adaware. Removed AVG and reinstalled Norton. Still getting same error. Any suggestions?
 
Boot the system in safe mode and remove the antivirus from add/remove programs, and run regedt32.exe and remove all instance of SYMANTEC,SAV,NAVNT,VPC32,VP6,VIRUSPROTECT6 from the registry, restart the system nortmally and reinstall the antivirus in different drive.
