Norton AV 2006 - desktop frozen 1

Sorry if this one's been asked, but I didn't have a clue how to phrase the search. A relative has installed the software, and all the detail I have is that the desktop icons seem to have frozen, i.e. it isn't possible to access any of the pc's programs even via the start menu.

Would any kind soul have a possible quick solution to this problem?

Start the computer in safe mode. Obtain the instructions for manual removal from Symantec and remove it from the PC. Reboot and see if it gives back the PC. Maybe the user that installed it did not have the proper privelages and the istall did not work correctly. Need admin rights not power user to install.
