Nortel swicth not talking off site

I need some help
My telephone tech is off site and i have limited knowlege of the syystem

the switch is up and running but not going off site
I need to know the ld that will get me up and talking

do a stat in ld 60

got disabled T's?

the loops are all enabled but the channels are all MBSY

report to telco...then

goto ld 96
dis dch xx

**** out

goto ld 60
disl xxx (the loop the Dch is on)
ok
enll xxx (the loop you just knocked down)
you will get a 030 if fail
or a 023 if loop comes up and Dch comes up auto.
it will tell you if dch fails or is up
