I can say that it is a "Global" card and it did help resolve volume issues when conferencing.
Did the tech test the line with the test set before the phone system to see if it had good volume?
Maybe changing the LossPkg programming might help...
Loss Package allows you to select the appropriate loss/gain and impedance
settings for each line. The setting is based on the distance between the ICS
and the terminating switch, and the terminating switch type.
The following table shows the available settings.

A loss of 4 dB corresponds to a cable length of approx. 2700 m (9000 ft.).
Press CHANGE to select the setting:
MediumCO, ShortCO, LongCO, ShortPBX or LongPBX.
Also make sure the volume in system programming is set to "Set Volume" and not "System Volume"
"Set Volume" remembers your own last volume setting so you do not have to keep turning volume up or down every call.
