Please bear with me. I am new to telephone systems. I've done networking my entire life and have never really delved into Nortel phone systems.

I'm not sure of the phone system model that we have, other than its older. I've attached some identifying (I hope) photos of the phones and phone system. We currently have an extension in our production facility that is generally only to be used for extension to extension calling (for production employees to call the front office and visa versa). A problem that we have been running into lately is that the shop employees have been using the extension for person (outbound) phone calls. The way our system is setup as the current time is that when you pickup the phone, it automatically picks-up and outside line and you begin dialing (No dialing 9, or selecting which line to pickup). I would like to keep it this way if at all possible.

I would like to somehow limit the access to outside lines at this certain extension. I know that in a school that I had previously worked for, all classroom telephones only allowed ext to ext calling and if someone in a classroom needed an outside line, they had to call the receptionist and have an outside line transferred to them. This would be an acceptable solution (or) if we are able to have some type of access code that you have to enter on that certain extension to gain access to an outside line would work also.

Looks like you have a Compact ICS KSU and a Call Pilot voicemail.

If you have passwords for the programming the KSU, you could do what you want a few ways in programming.

Some of your options are:

you could use COS passwords and line filters:


or

you could remove all lines, line appearances and pool access from that phone (the specific DN that station is assigned) and leave only intercom buttons ...

Part of what you need to figure out is does that phone need to have emergency 9-1-1 access or not.

Your system is a Compact ICS. It has a CI trunk cartridge in it.

You also have a CallPilot 100, which is your voice messaging system.

Having an access code would probably be the easiest way to prevent people from dialing on the external lines and, at the same time, allow a free line to be grabbed when the handset is lifted.

First, you need to do is build a Restriction Filter that prevents all digits (0 to 9, but also * and #) from being dialed. The Restriction Filter should have an override for 911, so that this number can be reached without an access code. You also need to apply the Restriction Filter to the set.

After that, you will need to create an access code. On Norstar, that kind of access code is called a Class of Service (COS) Password. You can create multiple COS Passwords, for example, one for each of the employee. The COS Passwords need to be associated with a Restriction Filter: the Restriction Filter of the COS Password overrides the Restriction Filter applied to the set. You can use Restriction Filter 00, the default Restriction Filter, which has no restriction.

Finally, you will be ready to try it out. If you lift the handset and dial a number, you hear an error tone and the display shows "Restricted call". If you press Feature 68, dial your COS Password, lift the handset and dial a number, your call should go through.

Do you know how to get into programming to make this happen?

I believe that I know how to get into the programming mode on the handsets themselves. I have dabbled in the programming area but have never altered anything. Aside from knowing how to enter the programming menu, I don't know my way around.

Multimedium: Just to clarify, can these restriction be set to a single station (Just Extension 33 and no others)? And at that single station, if a person were to attempt to dial an inside extension, it would still allow that but if they were to attempt to dial a number beside an extension, it wouldn't work?

What I'm trying to achieve is that they can walk up to the phone and dial anyone extension with in the office and talk but not be able to call anyone else (outside line) without either an access code being entered or them calling our receptionist and asking for a dial-tone (open line) being transferred to them. I would like the ability for them to dial 911 but it's not 100% necessary as we have a security system that can be utilized for emergencies.

Yes.

Restrictions can be applied to a single extension, to a single line and to the a specific line that appears on an extension. In your case, you will apply the restriction to extension 33 only.

I'll point you in the right direction.

The first thing you should do is get a hand on the Installer Guide for your system. Since you have a recent trunk cartridge, you might have one of the latest releases of the software. You can search and download the CICS 7.1 Installer Guide online. There are some features described in this guide that may not be available on your system, but Restriction Filters and COS Passwords are programmed in the same way on earlier releases.

In the Installer Guide, have a look at the following sections:

Programming > Terminals & Sets > Restrictions
Programming > Passwords > COS Passwords​

You'll be making changes in those area.

Step 1: Building the Restriction Filter

You need to pick a Restriction Filter that is currently empty and unassigned. By default, Restriction Filters 02 to 99 are empty, but some of them are already assigned to extensions and lines. Restriction Filter 99 should be empty and unassigned. I suggest you pick this one.

Terminals & Sets > [Extension 33] > Restrictions > Restriction Filters > [Filter 99]​

You need to add a Restriction for any digit by pressing the ANY softkey.
You also need to add an Override for 911.

Step 2: Assigning the Restriction Filter

Terminals & Sets > [Extension 33] > Restrictions > Set Restrictions > Normal: 99​

Step 3: Creating COS Passwords

You need to pick a COS that is currently empty. By default, all COS are empty. I suggest you pick COS 00.

Passwords > COS Passwords > [COS 00] > Password: [Enter a six-digit password]
Passwords > COS Passwords > [COS 00] > User Filter: 00​

Step 4: Test

Make sure everything works properly.

I was able to set the restriction perfectly. Now, anytime that they attempt to dial, it automatically tells them "Call Restricted". They can, however, click Intercom and dial an Extension just as I needed them to be able to. I'm worried about the COS Password. I haven't followed through with that yet. If I were to set a COS Password "COS 00", would that require all stations to enter it before outbound dialing?
 
I have had great success with this task thanks to the member of this forum!

I went a slightly alternate route. I had originally set line restrictions to include ALL but I really wanted the option of the extension being able to call our receptionist and have an outbound line transferred to them. When the receptionist would xfer and outside line, I would pickup a dial-tone but was restricted from dialing anything. Wasn't completely a deal breaker.

I then found out about System Speed-Dial and programmed a Feature 0 on one of the soft-keys and the ability to dial only pre-defined "speed dial" numbers to reach company cell phone users. I would press the key the Feature 0 was programmed on and then dial System Speed Dial number and it would tell me Restricted. I then decided to lift the restriction all together and remove this extension from the line pools it was associated with and remove all related lines. Then, attempting to use the System Speed Dial for an outbound number, it told me to select a line and there were no lines programmed on the phone to select.

To finish this up, I de-programmed and lines associated with the extension but left the phone a part of one line pool. I set the prime line to intercom and programmed all of the soft keys for inside extensions, one soft-key for System Speed-Dial (Feature 0), Intercom and Handsfree. Now this allows them to call all inside extensions, use the pre-defined system speed dials (even the outbound numbers) and have a line transferred to them from the receptionist and dial... All without them being able to use the phone for personal use at any given time. I am very blessed to have found this forum and the direction of its members! You all are great!

Can anyone think of any possible work arounds or exploits to this method?

Now, onto another questions... I'll start another thread so we don't "cross wires"! :)

System Speed Dials can be programmed to bypass restrictions:

System Speed Dial > [Speed Dial Number] > Bypass Restriction: Yes​

Have a look at the following settings to see if it is the case:

System Programming > Access Codes > External Code
System Programming > Access Codes > Line Pool Codes > [Line Pool]​
 
If speed dial ask's you to select a line then Prime Line is not a Line or a Pool, probably Intercom (in your case it is).
"Select a Line" can also include you to Intercom 9 to get that line (if 9 is your pool code).
