Nortel MICS with PRI no dial tone after dest code

Have customer with a MICS and a PRI. they pick up handset and have system dial tone. but after they hit 9 (either destination code or access code - sorry dont know which) to access PRI-A the dial tone goes away. they can still dial out but are used to having secondary dial tone after 9 until they dial the phone #. Provider claims the MICS should provide it not them?? is there anywhere in programming to make this work???

If your software version doesn't provide the 2nd dial tone under routes then your provider can make it happen without a doubt, I have done this many many times.

9 is, for sure, a destination code. PRI pools can't be assigned a line pool access code.

6.1 Maintenance Release, to be accurate.

In programming, the Second Dial Tone table is found under Services > Routing Service > 2nd Dial Tone.
 
How can the provider possibly do it? The call doesn't reach them until the full 8 or 11 digits have been dialed?
