Nortel MICS static noise getting outside line

Hi. I have a Nortel MICS with T1 IVAD to an Adtran. All sets must dial 9 to get an outside line. Intermittently, users will hear a loud rush of static noise after pressing 9. This may happen 3 or 4 times in a row before the line is finally clear. Outbound calls start on Line012. Since the number of outgoing calls is small, most users will hear this noise on Line012. However, I have heard it on Line011. For example, I dial 9, hear the noise, place that line on hold, dial 9 again, get Line011 and get the noise again. My Telco provider has tested the line multiple times and claims no problems on the line. My system installer claims the problem is with Telco. Like I said it is an intermittent problem but very annoying. Any suggestions?
 
if this just started it is more than likely the line card /trunk module or even the exspansion card port is causing it. the tech should know how to trouble shoot to narrow it down
 
Put a butt set on the Adtran, and make test calls to replicate the issue. I hate intermittent problems, and they seem to abound when there's an Adtran involved.
 
Problem solved, for now...
After replacing the trunk card on my Nortel MICS I still had noise. I got my telco involved again and they replaced a card on thier end. Over 10 days now and no complaints of noise when dialing 9 for an outside line.
